ICS2, SAFETY BEFORE THE ARRIVAL OF GOODS
The safety of citizens and the single market is a top priority for the EU, which is implementing a new customs security and protection program before the arrival of goods, carried out by a large-scale advance information system, called Import Control System 2 (ICS2).
Effective customs controls, based on targeted risk analysis, which facilitates the free movement of legal flows of goods; ICS2 represents the first line of defense in terms of protecting the EU’s internal market and EU consumers, defining a new vision of the process in terms of IT, legal aspects, customs risk management, business prospects, by collecting data on goods entering the EU before they arrive. Economic operators will have to declare the safety and protection data in the new Entry Summary Declaration (ENS), with staggered entry into force (March 15, 2021, March 1, 2023, March 1, 2024), starting with couriers and postal operators.
To increase the protection of citizens and the internal market; to allow customs authorities to better identify consignments of high-risk goods and to intervene at the most appropriate point in the supply chain; to support proportionate and targeted customs measures at external borders in crisis response scenarios; To simplify the exchange of information between economic operators and customs are the main purposes of updating the import control system.
